Prices are relatively low compared to the well developed property markets in the Costa del Sol, etc. However, as more buyers move in, expect to pay higher prices. It's all about demand and supply. You can search the Internet for properties. However, the best way to discover Almeria (or for that matter, any other part of Spain) is to visit the area. You will find properties that never get listed - many agents are far too busy showing potential purchasers around rather than updating websites. Also, when you are looking for your Spanish property and you are right there where the action is, you often get first choice of properties that may just be coming on the market. When you step in a property that is exactly right for you, you know that it is meant for you. You can't get that sort of "gut feeling" on the Internet.
